It's not that hard. Just take it on word for word.
"God has bound all men over to disobedience"
- That means that we are "bound" to sin and disobedience. And the reason for that is...
"So that he may have mercy on them all."
- So that God can show his mercy on us!
So, basically, we'll always be in sin for the cause of God to show us mercy and bring glory to himself.
But that doesn't give us the excuse to keep on sinning. ;)
Romans 3:9-10
What then? are we better than [ those who do evil so that good may come]? No, in no wise: for we have before proved both JEWS AND GENTILES , that they are all under sin; as it is writen, there is non righteous, no , not one.
